If Atheists/Agnostics make up 9-14% of the pop, then why aren't we represented in Congress that much?

Why is it Atheists make up so much of this country, way more than, say, the Jewish population, but are not represented fairly in congress? Or the senate? Or the judicial or executive branches? Why are American voters so anti-atheist?
