just tell her that you are not comfortable with her going that far with a young driver, dont turn it into a trust thing or say "you might break up with him before then" because in the mind of a 15 year old breakups dont happen, turn it into a safety thing, and say that that is your decision, you dont feel comfortable with it, end of discussion.
